Strategic Planner

Senior-level individual responsible for providing strategic business planning support. Responsibilities include:

• Participates, leads, develops, or manages high-level planning functions at the enterprise- and directorate-level in support of the customer.

• Responsible for creating, refining, and maintaining strategic planning documentation, such as: Program Objective Memorandum (POM), component POM/IPBS submissions, BES/IBES estimates, and CBJB narratives.

• Key advisor to the customer Financial Management office in a variety of business and strategy planning challenges. The individual will participate in TEMs and work teams that span the entire customer enterprise. Thorough understanding of the DoD/IC POM/IPBS program development and budget process is desired. 

• Experience in strategic planning and drafting senior planning documents that address enterprise-wide issues and build a cross-agency planning network (for example, Strategic Intent, Strategic Plan) is required.

• Experience developing and defining an organization•s capabilities.  Individual should possess an understanding of or familiarity with the long-range system enhancements being developed by the mission partner.

• Participate in TEMs and work teams that span the customer enterprise. Although a part of a program planning team, the work can be independent, research oriented, and subject close to close customer scrutiny.

• Individual will make formal presentations to high-level clients to include customer principals.  Individual should be mature, self-confident, and familiar with high-level planning within a government agency.

• Understanding of customer strategic goals and intentions. Familiarity with the customer mission (or other similar agency) gathered either as a government employee or supporting contractor. Experience in strategic planning and drafting senior planning documents that address enterprise-wide issues and build a cross-agency planning network (for example, Strategic Intent, Strategic Plan).

• Experience developing and defining an organization s capabilities Understanding of or familiarity with the long-range system enhancements being developed by the customer and other agencies. Thorough understanding of the DoD/IC POM/IPBS program development and budget process.

Job Qualifications: The successful candidate: - Possesses an active Top Secret/SCI clearance. - Has 12 years relevant experience in systems project engineering or related fields.  B.S., technical degree program, Masters Degree.

Portfolio Engineer

A Portfolio Engineer assists and advises a key IC customer in a variety of ways including developing recommendations, strategies, and procedures to meet strategic and performance goals.  This position is responsible for facilitating strategic, performance, and planning development activities related to information sharing; facilitating cultural and organizational change activities relative to information sharing.  Other responsibilities include:

• Advises senior government executives on development and implementation of information sharing initiatives, and development of an Information Sharing Enterprise Architecture Framework with significant impact across multiple government agencies.

• Provides system engineering assistance in support of the design and implementation of information sharing initiatives; providing project management expertise for the oversight of technology pilot programs and various information sharing initiatives.

• Provides expertise on implementation of an information sharing Enterprise Architecture Framework.

• Provide direct expert support in preparing background/decision materials, position papers, formal minutes to high level meetings, and preparing and delivering briefings; providing and facilitating administrative, logistical, facilities, and graphics support for meetings and conferences, and for development and maintenance of a website.

• Knowledge familiarity with the Executive Office of the President, Office of the Director of National Intelligence (ODNI), the Intelligence Community (IC), and other communities relevant to sharing of intelligence and information for counterterrorism.

• Coordinates activities with other strategy analysts on the team, with oversight by the Program Manager.

Project Engineer

The Project Engineer is to provide analysis of multiple program and project initiatives across the Enterprise, to include schedule, assumptions, roles and responsibilities, risks, dependencies, scope, and requirements, in efforts to satisfy critical path alignment to achieve desired customer end-state. The successful candidate must be motivated to work in a challenging, fast-paced environment and possess a capacity to learn as necessary in order to successfully fulfill this role.  

We are looking for candidates with past leadership roles as well as candidates who are forward thinking and can take charge under the stress of multiple ongoing projects.

Desired skills include:

• Experience in defining and documenting enterprise-level geospatial or geospatial-intelligence capabilities; strategic planning and system integration, development of Concepts of Operation, preparation of RFCs and evaluations of alternatives; identification of technical issues; understanding impacts within and external to the enterprise; and identification of risks and development of risk mitigation plans.

• Ability to coordinate across multiple initiatives and ensure project leads are aware of potential risk/issue areas either informally or through hosting and facilitating and/or presenting at integration forums briefings, status reports, schedules will be produced as needed.

Job Qualifications: Successful candidates will: - Possess an active Top Secret/SCI clearance. - Have 9 years relevant experience in systems engineering or related fields.  B.S., technical degree program, or professional experience that would provide equivalent knowledge.

Requirements Engineer

A requirements engineer is responsible for generating and reviewing requirements and required capabilities assigned from a variety of input sources. Input sources such as customer needs submissions, concepts of operation, operational constraints, mission statements and other appropriate inputs are reviewed to understand the need to formulate an unambiguous, testable requirement.  Desired skills and responsibilities include:

• Knowledge and understanding of the systems engineering lifecycle 'V' model is paramount. The requirements engineer may at times be called upon to assist with identifying requirements that function as building blocks for the development of larger enterprise based solutions for both internal and external customer needs.

• The requirements engineer may be called upon to create and present status, information, and recommendation, as well as detailed disposition briefings as requested by the customer. He or she must be able to verbally articulate thoughts in a clear and concise manner at various senior executive and mid-level customer forums.

• Prepare requirements analysis reports. Conduct trade studies.  Produce request for change (RFC's).

Job Qualifications: Successful candidates: - Possess an active Top Secret/SCI clearance. - Have 7 years relevant experience in systems engineering or related fields.  B.S., technical degree program, or professional experience that would provide equivalent knowledge.

Web Engineer/Systems Integrator

A System Integrators• primary responsibility will be to ensure that applications across sub-projects interact and integrate together to form an architectural framework. This role requires both integration and Java software development responsibilities that help define an architectural framework, fostering code reuse, minimizing code and feature duplication. The successful candidate will possess:

• Experience with disciplined agile software development methodologies along with proficiency in Java and J2EE development.

• Opportunity and skills to develop complex applications, web sites and databases in support of challenging Customer requirements.

• Knowledge of the life- cycle process for software development, web applications, and implementation. Experience designing and maintaining interactive web pages. Ability to organize website content, develop color schemes and produce basic web designs and graphics.

• Experience in database design and interaction. Experience with the following software packages, tools, technologies and methodologies is highly valued: Coldfusion, Java (in relation to web development), J2EE, dynamic HTML, Oracle 10g, SQL, Microsoft Access, XML, Javascripting, Cascading Style Sheets (CSS), cross-browser compatibility.

This position requires close interface with customers, creativity, and innovative problem-solving skills. Specific duties of this position include but are not limited to providing assistance in requirements definition and gathering, consultation, and solution recommendation for website/application development; working with the customer to develop appropriate estimates for web support/application development.

The successful candidate will be an individual with excellent communication and presentational skills (written and verbal); a highly motivated self-starter, who is able to work in a team environment with minimal supervision. The candidate should demonstrate good interpersonal skills (listening, negotiation, problem-solving, and customer service), along with the ability to employ effective teamwork skills.  A demonstrated ability to work well with a diverse array of people (customers, contractors, and technical personnel) with strong organizational skills and the ability to handle multiple projects simultaneously, and a demonstrated flexibility to adjust to changing priorities is also desired.

Computer Science, Computer Information Systems or related degree program, or professional experience that would provide equivalent knowledge.

Chief Architect

Chief Enterprise Architects lead a key architecture effort within the Intelligence Community. The candidate must be well versed in the intricacies of the Intelligence Community and its cross-community relationships. The successful candidate will have demonstrated leadership and project management skills and at least 10 years of management experience in complex IT project environments. The candidate must be expert in all aspects of Enterprise Architecture analysis, design, development and implementation.   Other skills include:

• Knowledge of the automated tools used to document enterprise architectures. The candidate must be knowledgeable of the frameworks used in support of Enterprise Architecture and have substantive expertise in the Federal Enterprise Architecture Framework and the Department of Defense Architecture Framework.

• Demonstrated experience in at least two of the following technical domains and broad knowledge in the others: Communications / networking; Information Assurance; Enterprise Storage; Enterprise Services and SOA; Identity Management and Directory Services; Application Services; and Web Services.

• Ability to provide vision, define objectives and manage the team to execute the plan. The candidate must have demonstrated knowledge of the application of enterprise architecture processes and artifacts to enterprise program assessment, architecture compliance and enterprise portfolio management. The successful candidate must also have outstanding written communications skills and must also have excellent oral presentation skills.

• This position requires a person who has the skills to routinely interact with and advise senior government executives. The candidate in this position must be able to use well-developed leadership and negotiation skills to resolve issues between different organizational viewpoints and implement the vision of the senior government executives he or she is supporting.

Qualifications: BS in Systems Engineering, Computer Science, Electrical Engineering or other related engineering field. Master•s degree desired. 20 years of experience including 10 years of management experience and at least 5 years as a Lead Architect or Team Lead on a large Enterprise Architecture effort. Architecture Certification desired. Project Management Professional Certification Desired. TS\SCI with CI Poly required.

Enterprise Architect

Design, and development of multi-faceted, integrated computing solutions for IC organizations. The selected candidate will provide a dynamic leadership role in the development of an enterprise architecture, system design, interface definition, data model, and security architecture.

Candidate must be experienced with Department of Defense Architecture Framework (DoDAF), Commercial Off-the-shelf (COTS) integration and custom software development cycles and processes. Possesses an exceptional degree of ingenuity, creativity, and resourcefulness.

Applies and/or develops highly advanced  technologies, scientific principles, theories, and concepts. The Enterprise Architect will be responsible for evaluating current agency architecture and providing insight and guidance in defining and developing the future Enterprise Architecture and appropriate Reference Models for the Federal agency. Individual will be responsible for verifying several complex and detailed technical components of the architecture, provide specific recommendations in strategy to achieve a federally compliant architecture, and provide future plans or upgrades to the existing architecture. The work will require integrated architectural, system engineering, data analysis, and configuration management effort.

Acts independently to uncover and resolve issues associated with the development and implementation of operational programs. Plans R&D programs and recommends technological application programs to accomplish long-range objectives. The work will require direct interface with customer personnel at the senior levels.

Job Qualifications: Successful candidates will: - Possess an active Top Secret/SCI clearance. - Have 10 years relevant experience in systems engineering or related fields. B.S. Computer Science, Computer Information Systems or related degree program, or professional experience that would provide equivalent knowledge.

Test Engineer

Test Engineers develop and test leading edge software systems.  The engineer should be familiar with system life cycle processes, especially with all aspects of software testing to include system, integration, and regression testing as required. Duties include:

• The Test Engineer•s responsibilities will consist of testing developmental systems, tracking discrepancies, analyzing requirements and writing test plans, test procedures, and test reports. The candidate must possess extensive knowledge of current Microsoft Office tools. A working knowledge of Source Safe and familiarity with Configuration Management processes is a plus.

• Design, develop, and implement testing methods, plans, and procedures for software systems.  Document test equipment requirements and configure test equipment as required for specialized testing and evaluation of products.

• Develop software test documentation.  Validate software requirements through analysis, inspection, software code review, integration testing, ad hoc testing, internal verification and acceptance testing

• Attend Configuration Control Board meetings, Requirement Reviews, Project meetings, Test Reviews, and other meetings associated with the development and testing of a product. Run hardware and software acceptance tests with Customer representatives.

Job Qualifications: Successful candidates: - Possess an active Top Secret/SCI clearance. - Have 5 years relevant experience in systems engineering or related fields. B.S. Computer Science, Computer Information Systems or related degree program, or professional experience that would provide equivalent knowledge.

Standards Engineer

Establishment and implementation of a DoD and IC architecture and standards strategy. Specific responsibilities include the coordination, development, and implementation of key spatial standards for implementation across the IC and DoD Business Mission Area.  The candidate will also:

• Establish a metadata schema and profile to be used to document all spatial data investments across the DoD Business Mission Area that considers the Federal Geographic Data Committee (FGDC) metadata standards in accordance with Executive Order 12906 and OMB Circular A-16 (2002 revision), the DoD Discovery Metadata Specification (DDMS), and the NSG metadata standards.

• Participate in relevant standards development forums. Perform quality assurance configuration management to include development of common spatial data acquisition protocols and quality assurance in response to specific enterprise requirements for spatial data.

• Provide support as necessary to other customer mission areas including acquisition assurance (portfolio management, investment review activities, etc.); information assurance (information security, operational security reviews, etc.), and sustainment assurance (communications, education and training), by providing necessary and relevant inputs related to customer architecture strategy and standards.

Job Qualifications: Successful candidates will: - Possess an active Top Secret/SCI clearance. - Education: Bachelors required, Master's preferred, with 14 years experience with a Bachelors, 12 years experience with a Masters degree.

Contract Support Personnel

Duties:
• Ensure that all contracts comply with applicable laws and regulations
• Assist in creating SOWs and procurement strategies
• Obtain reviews/approvals for contract actions
• Create and maintain contractual documents and modifications
• Provide procurement guidance to program offices
• Provide contract administration such as assisting in negotiations, reviewing contract claims, contract closeout and preparing written correspondence for contract actions

Requirements:
• BS in a business related field
• Federal Acquisition Certification Contracting Level II
• At least 3 years experience in performing contracting duties in a program office environment
• Knowledge of FAR, LoE, FFP, FPI and Cost Plus-incentives contracts
• Active TS/SCI and willingness to undergo CI poly

MS Project-Server Manager

This position is for a skilled specialist with prior experience in configuring/operating and administering Microsoft Enterprise Project Management (MS-EPM), to include underlying experience with the support software for Project Server 2007 to include:
• Windows SharePoint Services 3.0
• Microsoft Office SharePoint Server 2007
• Microsoft Project Server 2007
• Microsoft SQL Server (currently 2005, may transition to 2008 in the near future)
This position requires broad experience in a wide range of Microsoft software in order to properly document, tailor and configure the MS-EPM solution to meet project needs. These specific needs include:
• Tailor and configure customer instance of MS-Project Server to include queue management, active directory synchronization and creating custom fields
• Tailor tool configuration choices for such items as Enterprise Resource Configurations, Enterprise Views/Tables/Forms, Portfolio Analyzer Views, Graphical Indicators and Configure Notifications
• Specialist must be capable of working with the Project Web Access home page to provide keyboard shortcuts, and to customize PWA home pages with Web Parts (video) as well as be able to work with tasks and timesheets and resources within the tool to staff projects, and to schedule resources with dissimilar skills.
The successful candidate must be able to communicate technically complex subjects in an easy to comprehend manner, and be capable to broth writing and briefing this material. The candidate must currently have, or be capable of obtaining in a short time, an SCI level clearance that would enable them to access Intelligence Community facilities and networks.
